In this day and ages, higher education deal with the fundamental changing that changing in university gender population is the most significant. Simultaneously with global trend, the rate of Iranian female students' enrolment has increased. According to statistics released, this rate has changed from 31% on the eve of revolution (1357-1358 academic year) to 64% in 1391-1392 academic year. However, making decision about this matter is different in several countries. Some of them have used it as the opportunity for female empowerment and others have faced it as the social challenge. But the most significant part is hearing the reality of higher education context that many girls have tried to experience it. Based on this point of view, Grounded Theory, which developed in the middle of this century because of paradigm shifting in philosophy of research method, needing to opening new border of knowledge as well as society requiring to local and new Theories, could be a tool to respond to these needs. In this philosophical approach the importance of Theory is not related to universality because history has showed that people have had different ways of life in several contexts. The importance of Theory is related to adjusting it to given context and solve the problems. Hence, Grounded Theory could be a tool for making local theory in order to finding proper ways to rectify Iranian different social matters. The newborn theory called "Female Empowerment trough Higher Education" is the example for it that have been discussed in the present article.
