مطالعۀ جامعه‌شناختی تأثیر شفافیت سازمانی و احساس امنیت اقتصادی بر اعتماد نهادی (مورد مطالعه: شهروندان 18 تا 65 سال شهرستان شوشتر)

چکیده

اهداف: اعتماد نهادی به‌عنوان یکی از مؤلفه‌های کلیدی سرمایۀ اجتماعی، در دهه‌های اخیر در ایران با روند کاهشی نگران‌کننده‌ای مواجه بوده است. این پژوهش با هدف سنجش اثر احساس امنیت اقتصادی و شفافیت سازمانی بر اعتماد نهادی در بافت محلی شوشتر انجام شد تا هم‌زمان نقش این دو سازه نهادی را در تبیین سطح اعتماد شهروندان ارزیابی کند و برای سیاست‌گذاری عمومی شواهد تجربی فراهم آورد. روش مطالعه: این پژوهش با روش پیمایش مقطعی در میان کلیۀ شهروندان ۱۸ تا ۶۵ سال شهرستان شوشتر انجام شد که بر­اساس سرشماری عمومی نفوس و مسکن سال ۱۳۹۵ معادل ۱۲۲۵۶۶ نفر برآورد شد. حجم نمونه با استفاده از فرمول کوکران ۳۸۳ نفر تعیین و نمونه‌ها به روش تصادفی طبقه‌ای متناسب انتخاب شدند. داده‌ها به‌وسیله پرسش‌نامۀ استاندارد شفافیت سازمانی روالینز (۲۰۰۸) و دو پرسش‌نامۀ محقق‌ساخته احساس امنیت اقتصادی و اعتماد نهادی گردآوری و با بهره‌گیری از نرم‌افزار اس‌پی‌اس‌اس و آزمون‌های همبستگی پیرسون و رگرسیون چندمتغیره تحلیل شد. یافته‌ها: میانگین اعتماد نهادی، احساس امنیت اقتصادی و شفافیت سازمانی پایین‌تر از حدّ متوسط نظری بود. بین احساس امنیت اقتصادی و اعتماد نهادی رابطۀ مثبت و معنادار مشاهده شد (۰/۵۵۳=r) و بین شفافیت سازمانی و اعتماد نهادی نیز همین الگو برقرار بود (۰/۴۴۲=r). مدل رگرسیونی نشان داد متغیرهای مستقل در مجموع حدود ۵۴ درصد واریانس اعتماد نهادی را تبیین می‌کنند و در میان ابعاد شفافیت، «پاسخ­گویی» بیشترین اثر را دارد. نتیجه‌گیری: بازسازی اعتماد نهادی مستلزم رویکردی دووجهی است؛ از یک‌سو کاهش نااطمینانی معیشتی و ارتقاء امنیت اقتصادی شهروندان و از سوی دیگر تقویت شفافیت از طریق پاسخ­گویی، گزارش‌دهی نظام‌مند عملکرد و دسترسی‌پذیری اطلاعات در نهادهای عمومی. اجرای هم‌زمان این مسیرها می‌تواند بستر ارتقاء سرمایۀ اجتماعی و همراهی مدنی را فراهم کند.

چکیده [English]

Objectives: Institutional trust, a core component of social capital, has shown a worrying decline in Iran in recent decades. This study investigated the effects of perceived economic security and organizational transparency on institutional trust in the local context of Shushtar, simultaneously evaluating the joint role of these institutional factors in explaining citizens’ trust and informing public policy. Methods: A cross-sectional survey was conducted among all residents aged 18–65 in Shushtar (population frame = 122,566 based on the 2016 census). The sample size was set at 383 using Cochran’s formula, and participants were selected through stratified random sampling proportional to strata size. Data were collected using Rawlins’ (2008) organizational transparency questionnaire and two researcher-developed instruments for perceived economic security and institutional trust. Content validity was confirmed by expert review, and overall reliability of the scales was acceptable. Responses were recorded on five-point Likert scales and analyzed in SPSS using Pearson correlations and multiple regression. Results: Mean levels of institutional trust, economic security, and organizational transparency were below their theoretical midpoints. Institutional trust was positively and significantly associated with economic security (r = 0.553) and with organizational transparency (r = 0.422). The regression model explained about 54% of the variance in institutional trust, with accountability emerging as the most influential dimension of transparency. Conclusion: Rebuilding institutional trust requires a dual track: reducing livelihood uncertainty and improving citizens’ economic security, while strengthening transparency through accountability, systematic performance reporting, and accessible information in public institutions. Pursuing these tracks concurrently can provide a foundation for enhancing social capital and civic cooperation.
